Smartphone technology has improved by leaps and bounds over that last few years. Nearly all major carriers these days have cell phones that you can do more than just talk on. At&T (Formerly Singular) has a 'Palm Treo 680' that you can get free after instant discount and rebates with a two year agreement. T-mobile has the 'Dash' that you can also get for free with a new T-Mobile account after instant rebates. Sprint is now offering the same deal on their Motorola Q.
Just about any of the thousands of wireless phones currently available now offer the ability to browse the internet.
